EVALUATION OF CERTIFICATED STAFF
(NON-ADMINISTRATIVE)
The Clermont County Governing Board of Educational Service Center hereby
adopts the following process for the evaluation of the performance of
certificated staff:
All certificated staff on limited contract up for contract renewal
reconsideration shall be evaluated in accordance with the minimum
requirements of 3319.11 of the Ohio Revised Code. It is the intention of
the Governing Board that evaluators observe certificated staff as often
as they deem it necessary or appropriate but no less than the length and
number of observations and evaluations required by 3319.111 of the Ohio
Revised Code.
All limited and continuing certificated staff who are not in the last
year of their contract may be observed and evaluated either through the
formal evaluation and/or through a goal-oriented, self-evaluation
instrument at the discretion of the administration; however, every
certificated staff may be observed and provided with a written
evaluation report annually. All certificated staff members shall not be
appraised less than every three (3) years.

EVALUATION OF CERTIFICATED STAFF
(Non-Administrative)
Evaluators may include any administrator employed by the Clermont County
Educational Service Center, supervisor(s), local and exempted village
administrators or a combination thereof.
The following procedures and dates shall be followed in conducting the
evaluation:
1. By October 1 the evaluator(s) shall meet with the staff members to
discuss and review the appraisal instrument and procedure.
2. The evaluator(s) shall make at least four observations of at least 30
minutes each. Two observations shall be made before January 1, and two
observations shall be made between February 10 and April 1.
3. The supervisor shall complete the Teacher Evaluation Report and
provide a copy to the staff member during the Evaluation Conference.
Timelines:
January 15 First evaluation must be completed.
January 25 The first Evaluation Conference must be completed.
April 10 The written evaluation must be completed for the second
evaluation and the
Second Evaluation Conference held with the teacher.
4. The observations shall include specific recommendations regarding any
improvements needed in the performance of the staff member being
evaluated and regarding the means by which the staff member may obtain
assistance in making such improvements.
5. The Evaluation Report shall be used in determining the staff member’s
contractual-employment status
6. Evaluation required by law shall be documented in writing and the
required evaluation shall be recorded on identified forms, along with
any supporting documentation, and provided to the certified staff member
as required by law.

EVALUATION OF CERTIFICATED STAFF
(ADMINISTRATORS)
The continuing evaluation of administrative staff members is necessary
to enable the Governing Board to monitor the effectiveness and
competence of such staff members and to assist them in the improvement
of their professional performance.
For purposes of this policy “administrative staff members” shall include
personnel functioning in positions requiring an administrator or
supervisor certificate and/or any non-licensed employee whose job duties
enable such employees to be considered as a “supervisor” or a
“management level employee” as defined in Section 4117.01 of the Revised
Code.
Evaluations required by law shall be documented in writing and the
required evaluations shall be recorded on identified forms, along with
any supporting documentation, and provided to the certificated staff
member as required by law.
The Superintendent shall develop procedures for conducting
administrative evaluations in accordance with law.

EVALUATION OF CERTIFICATED STAFF
(Administrators)
Evaluators shall be designated as the administrator/supervisor directly
responsible for the oversight of the evaluatee.
A written report of the results of the evaluation shall be based on the
criteria of expected job performance against which the
administrator/supervisor’s performance shall be measured with the job
description and/or any changes to the job description.
Evaluation procedures will be the following:
A. In a year in which the contact of the administrator/supervisor will
not expire, at least one evaluation must be completed in that year prior
to the end of the contract year.
B. In the year in which the contract of the administrator/supervisor
will expire, an evaluation shall be completed and a copy of the written
report be given to the administrator/supervisor prior to December 15 and
at the minimum, at least sixty (60) days prior to any Governing Board
action on the contract.
C. A final written evaluation, with the superintendent’s recommendation
as to future contract status, must be given to the
administrator/supervisor at least five (5) days prior to any Governing
Board action on the contract.
