CERTIFICATED STAFF ASSIGNMENTS AND TRANSFERS
The appropriate placement of a qualified and competent staff is essential
to the successful functioning of the Educational Service Center.
The Superintendent or designee shall assign professional personnel when
such assignments involve:
1. a transfer from one building to another;
2. a move to a position requiring certification other than that required
for the employee’s present position or
3. a reduction in force.
Basic responsibilities for each employee category shall be contained in
job descriptions. Additional assignments may be made at the discretion of
the Superintendent.
The Superintendent shall approve all other transfers.
The Superintendent shall provide a system of voluntary transfers in which
the wishes of the employee who voluntarily requests re-assignment or
transfer shall be honored to the extent that the transfer does not
conflict with the instructional requirements and welfare of the
Educational Service Center involved.
The Superintendent shall, in considering any transfer, base a decision on:
1. the need to balance various staff skills among the schools;
2. the impact on the educational program of the proposed assignment;
3. the employee’s background and preparation for the position;
4. the employee’s success in former positions;
5. the recommendations of the employee’s administrative supervisors and
6. the administrative and operational efficiency advanced by the proposed
assignment.
